Born in Philadelphia to Matthew Foy and Anna Forkan both formally of County Mayo. Matt was from Swinford Townland and Anna was from Kiltimagh. Joe married Rita T Moore, raised by her grandmother Mary Ann Sweeney Bell. Rita was orphaned at four years old. Joe had four children Joseph, Rita, Kathleen, and Michael. A factory accident almost cost him his arm and did keep him from playing with the Philadelphia Athletics as a pitcher. He worked for Cadillac after graduating eighth grade in 1930 he went to PRT which became PTC then SEPTA from which he retired after 40+ years.
