As you probably know, Lynch is a very common name in Ireland and was found in good numbers in many counties.
I looked on Roots Ireland www.rootsireland.ie and there were no Garrett Lynch baptismal records on their data base for the period 1830-1840. Now a good number of RC parishes do not have records back to those years so likely he was baptized in one of those parishes.
You will need to find information in American records that might help pinpoint the county and possibly the parish where Garrett came from. Death record, obituary, etc.
