Migrated to/Born in Australia

Jane was my GGG Grandma and she came to Australia as part of the Earl Grey Scheme as per below from the rishfaminememorial.org we site.  I wish to see if we can locate her birth certificate and possibly any siblings.  Also could it be possible that her Parents may have gone to Canada with the intention of having her sent later?
