As you can see from the link below, Arboe is a Civil Parish in the east of Co. Tyrone:
Church of Ireland records for Arboe begin in 1773 while records for the corresponding Roman Catholic Parish of Arboe begin in 1827. Do you know if Samual was Roman Catholic? If he was, there will be no parish records for his baptism. You could search the sites suggested below for records of his marriage:
www.familysearch.org has a huge database of genealogical records including some church records for Ireland.
www.rootsireland.ie have a large collection of Irish Church records, however you have to pay to use this site.
