We recently viewed the tithe applottment books on the national archives of Ireland. From the records we have we can place two of our ancestors in that area but not during the tithing period of 1838. We have the birth of William Welch in Hacketstown on August 6th 1785 and John Welch born in 1801 in Hacketstown. During the recording of the tithe we have John located in New Hampshire and William in the U.S. or Canada. Do they have to be present for the tithe or is it possible they left help or other family members to take over the land but left it under their name? Is there a map at that time of their land? It would be difficult to answer you question without knowing how close to 1838 your ancestors left Ireland. If they left right before the survey, it is possible the records you found are for your ancestors but likely the records are for others with the same name, You can try the OSI maps to see how the area looked in the 19th century. I think the Historic Maps go back to 1837.
